<p>Because it's just "potentially".</p><p>It may be or may not be dangerous.</p><p>One with a gun is potentially a killer. But you can't say he is a killer before he really kill someone.</p> thank you for giving me a good answer![em24]

回答的正好啊 呵呵 媒体批评互联网不是因为它"危险", 而是因为它" the relative freedom of access to information".
如果按照楼上的解释, maybe "dangerous" or maybe not, 那么这道题应该是NOT GIVEN.
