[公告]A&A(美澳国际)澳大利亚电子签证E-Visa最新信息

A&A International Education (美澳国际教育)被澳大利亚移民局挑选为实行电子签证的留学咨询公司,据我们了解,目前在中国仅有9家中介公司获得移民局提名同意办理电子签证事宜.A&A是上海2家被批准的中介之一,请参阅以下<新闻晨报>7月22日相关报道(51雅思7月24日转载).
注:A&A即为文中所述的因私留学港(全名:上海市因私出入境服务中心"留学港"澳新室).
7月27日,澳大利亚移民局与北京大使馆4名工作人员将来A&A做有关电子签证的工作培训.之后我们会将最新消息向大家通告.

近日，澳大利亚移民部对中国大陆地区的学生签证开始试行网上签证系统E－visa，根据系统设计的目的，赴澳大利亚学生签证有望驶上快车道。目前，赴澳学生签证一般前后需要4个月的时间，而电子签证如果顺利实行，签证评审速度可望缩短至1个月。估计今年11月前可以投入使用，但暂时不会对个人申请者开放。
电子签证可以跟踪每名申请者的签证评审过程和有关问题出现的节点，帮助申请者省去以往电话查询的麻烦，最大程度保证客观性和公正性，大大提高效率，是澳大利亚签证的一大飞跃。
澳大利亚移民部在大陆地区选择了9家专门从事澳大利亚留学的咨询机构配合进行E－visa试运行，选择标准是从事澳洲留学时间长、学生人数多、市场分额高、资信良好，从业人员素质符合系统运行要求，同时能够进行软硬件的投入等。据悉，上海地区仅有上海赴澳办和因私留学港两家入选，目前在此两家办理赴澳签证的学生可能会因此受益。

A&A美澳公司(上海)E-Visa电子签证业务培训实录
向大家通报一下移民局官员来A&A（美澳公司）培训的情况。
时间：2004年7月27日下午2:00-4:30
地点：上海市延安西路129号华侨大厦15楼G座美澳公司办公室
出席：DIMIA（澳大利亚移民局）官员两位（来自堪培拉总部），澳洲驻北京大使馆官员两位，美澳公司咨询顾问3人，签证顾问4人。
内容简报：
1）电子签证E-Visa将于8月初开始试点，A&A已经获得相关帐号及口令，其间试演了整个操作流程，基本无误。
2）试点仅限于中国9家中介公司，其中北京、上海、广州各3家。A&A（美澳公司）是移民局官员来访上海的第一家留学咨询公司。试点将从8月开始至11或12月，明年起可能会在更大范围内实施，但不会开放给个人申请者。对于实施电子签证的中介基本要求，引照移民局与中介公司的协议，除了一些法律政策的规定外，最重要的是指明了一条签证成功率：不能低于90%，并且在实施E-Visa期间，如果签证率低于90%，DIMIA可能会调查并取消该中介实施E-Visa的资格。A&A在过去几年的签证平均成功率超过99.5%。
3）E-Visa可以看作是免除了PVA过程直接进入Visa申请阶段，所以将会大大加快申请时间，移民局官员不保证时间究竟有多长，只说与现行Visa申请时间基本一致（Visa时间是指在PVA通过后审批Visa的时间，目前约需时一个月），当然与个案复杂程度及材料罗列的清晰程度也有较大关系。A&A技术总监Tony认为，E-Visa与当年的PQI原理类似，只不过PQI名额由学校定，而E-Visa则由DIMIA挑选中介实施。
4）E-Visa系统仅适用于COE上所注开学日期在4个月以内的申请。也就是说，今天是7月28日，那么11月28日之前开学的申请都可以走E-Visa程序，而之后开学的不可以走电子程序。
5）每个申请会自动产生TRN（Transaction Reference Number)，有点类似PVA申请时给的FN（File Number）。这个TRN需要用于所有的进程查询，以及中介与DIMIA之间沟通申请人信息的必要指引。此外，体检表格将于E-Visa申请时自动生成（可打印），这张体检表上会注明TRN，也就是说每个申请人会拿到注有其TRN的体检表，别人拿了也没有用，而且体检表一旦抵达DIMIA，签证官立即知道这是通过E-Visa申请的（在E-Visa实施后，申请人或未取得E-Visa资格的中介，仍然可以用传统的Paper Form申请，走PVA-VISA这条传统路线）。
6）即便是通过E-Visa试点中介的申请人，在提交申请材料时的要求与现行签证要求完全一致。不同的是，所有材料均无需要实际寄出，E-Visa试点中介将按照DIMIA要求扫描材料，通过Email的附件形式发出，移民局官员称之为：完全电子化。E-Visa中介必须保存原件材料备查，所以A&A的客户仍请遵照现行签证要求准备材料，该原件的请交原件，该公证请交公证件，只是这些材料是存放于E-Visa中介处（一定要，DIMIA会抽查，并有权要求寄送任何原件材料），而非寄到DIMIA的阿得雷德海外受理中心。移民局官员称：未来电子签证系统将改进，允许Offline填写多份申请，然后上线一次性发出；此外，电子系统将设在线附件系统，争取免除目前有些材料还需通过Email附件形式发送的繁琐。
7）签证费的支付：目前410澳元的签证费，要求通过信用卡支付。这一点请大家早做准备，不一定是你自己或你家人的信用卡，你朋友的也可以，只要是有效信用卡即可。移民局承认的信用卡种有6种，不过以中国来说，主要就是Visa（维萨）和MasterCard（万事达）了。
最后，大使馆官员赠送了几件E-Visa纪念T-Shirt给A&A咨询顾问，大家合影留念。
小结：
E-Visa签证材料要求与普通申请完全一致，这里再重复一下。作为E-Visa中介，必须亲眼看到申请人的相关原件和公证件，这是我们在与DIMIA的协议上都签了字承诺的。通过E-Visa办理的申请人，在学校OFFER下来后即可付学费出COE，在E-Visa系统中必须填写COE事项。如果您的开学（指COE上显示的开学日期）还在4个月以后，不能进入E-Visa申请阶段，需要等待（其实早递了也没用，实际签证仍然在开学前两周左右下发）。另外，请注意支付签证费，以及体检表获取的方式与现行方式的差异。

在按了"Submit"键后,出现一个页面,我把前几行给大家Copy如下:

说明一下,E-Visa申请后,可以随时去移民局网站查询个案的申请进程,
有兴趣的朋友可以一起与George做个见证,我们也想知道到底时间花多久签证可以下来.
补充一点,该客户开学日期为10月13日,所以我也在考虑移民局是否不会在开学前太早发出,以后我们将会选择开学日期更加临近的个案进行申请(比如,开学日期在一个月后,对中介抱有成见的人请你看仔细了,我们A&A从来不会拿客户的利益去冒险,时间上没有把握的申请我们不会做).
不过我想就算是10月13号开学的,用传统方式今天快递出申请也恐怕多半来不及.

可以告诉你,A&A过去6年申请签证的成功率在99.5%以上.怀疑签证有效性的大概不是你,你也是听别人说的吧,这样的说法来源大概就是那些没有被允许用e-Visa的中介的酸葡萄心理在作怪吧,你自己判断吧,我已经无语...现在我们绝大部分客户已经开始用e-Visa申请.

如果有拒签记录,我们建议仍然采用传统方式申请二签.二签的案子在我们这里成功率也超过99%,因为如果我们认为不能成功签出的,我们不会接你的案子.

昨天A&A第一个573类电子签证(前面我一直在讲的那个案子是571类)获得批准! 该573个案于8月26日网上申请,获得TRN号,8月30日将所需要材料扫描移民局,9月6日即获知签证通过,前后用时11天,如果以移民局8月30日收到所有必需材料计算,实际审理时间仅为1周!欲赶开学的朋友请利用电子签证刚开始运行的大好时机,抓紧时间办理.预计随着电子签证的逐步推广,未来数月电子签证所需要花费的时间将会有延长,我们估计未来电子签证的周期约在一个月左右.

收费根据你所申请学校是否我方代理,以及申请硕士或本科的情况而定.由于我们申请学校是免费的(限于我们代理的学校),所以申请学校+签证的费用与拿着学校Offer单独申请签证的费用是一样的.具体情况请致电咨询

老师,我call电话去你们上海问过了,接电话的小姐说e-visa是从开始送签到可以买票走人是一个月的时间,我看了一下我大概明年6月20号拿学位,办到公证最快要到21号,然后送到上海给你们估计可能是20或21号,我的offer应该是7月25号开学,你觉得能来的及嘛?现在e-visa是蛮快的,可是往后办的人多了,会不会速度又要下来了的啊?若是可行,我就走e-visa办.谢谢,请回复.

一个月只是模糊概念，实际上从我们现在操作来看，快得3天，慢的只有22天，理论上是可以赶得上的。但是明年的事还是明年说为好，对不对？

既然地方不是问题,看来也许是价格问题.关于做咨询、做材料的专业性和服务质量,我接触过很多中介,对很多地区业内人士的水平心中也有数.你告诉我地点,也许我可以给你建议就近办理.我知道上海的三家,除了我们,还有爱恩和IDP,北京广州的就请你自己查找一下吧.我特别希望大家有机会多走几家公司咨询比较，最好也别错过来A&A咨询的机会，呵呵，省得以偏盖全，老觉得是中介就不好。上海一些客户甚至走遍了全部14家中介，最后确定找我们。我们不是Perfect，也许就是比其他人做得更努力更专业些吧。

对中介的印象其实本来应该是一个服务机构，但是国内中介太多，难免良莠不齐，质量也不好说。总的来说还是以营利为主。不找中介是因为觉得自己力所能及便应该亲历勤为，比如申请学校，没人比自己办事更放心。但是找中介也是因为力不能及，毕竟电子签证只有中介可以做。从你们回答的问题来看，你们还是挺专业的，也挺诚恳的，不过geoge，你们的价格真的相比其他中介要……呵呵。关于有资格电子签证的中介，我想应该都有一定实力，毕竟是移民局经过挑选的呀，你说是吧？非常感谢你们对我问题的回答，今后也请不吝赐教啊！
