Increasing the price of petrol is the best way to solve traffic and pollution, to what extend do you agree or disagree ?what other measures do you think more effective?

谢谢大家讨论和帮助我，是用五段式写法还是用四段写呢？而且重点是写agree＆diagree还是写other measures 呢？

如果我想写通过油价上涨解决交通跟污染问题不是最好的办法，怎么批驳？我觉得找不到它跟环境之间直接的关系。只能是因为油价上涨就减少汽车的使用量？其他的就想不起来了。没有ideas真是苦恼。还怕跑题。

我想到的一些：

油价提高不一定会减少交通污染和拥挤，而且只会使石油公司获益，消费者权益受侵害。

Solutions：发展公共交通，排放标准升高以阻止大污染的车
