题目:”Preventions is better than cure”
Out of a country’s health budget, a large proportion should be diverted from treatment to spending on health education and preventative measures.

Nowadays, there is a trend of spending a large proportion on the medical treatment rather than on health education and preventative measures out of a country’s health budget. However, for my part, I can not agree with this point of view because health education and preventative measures are very vital things which need to encourage and finance.
Although no one can deny the importance of treatment, spending large amount of money only on it is not a long-term solution for the healthy problem, and may has some side-effects: firstly, this strategy will impose pressure on the country’s government. Secondly, it increases the amount of work of the hospitals. Furthermore, the biggest disadvantage is that it can not help reduce the number of people who will get ill since it is a passive method.
On the other hand, indeed, health education and preventative measures play more important roles in daily life than people have thought. They can help people get to know more knowledge about what is a healthy lifestyle and keep people away from many common illnesses such as flu, headache and stomach. Thus, there will be less people becoming patients in the hospital. Another example, at the mercy of the propaganda of related health education and preventative measures, people know more about AIDS, and know how to prevent themselves from it. In this way, the whole society will undoubtedly gains benefit of having less AIDS patients. The health education and preventative measures need less money, but can prevent more people from illness and economize more fund which was once thought to be used on the treatment.
In conclusion, it is wise and sensible to divert money from treatment to health education and preventative measures. Our society will benefit from it since there will be less patients and less pains.
