<P>It is a fact that in <st1:country-region w:st="on"><st1:place w:st="on">China</st1:place></st1:country-region>, the most prestigious universities are in big cities and it is also undeniable that big hospitals with the most experienced doctors and most advanced medical equipment are also situated in big cities. in this sense, an unequal distribution of human resources and social facilities does exist between big cities and rural areas. However, can this problem be well addressed by simply forcing every new teacher and doctor to work in rural areas for a few years, regardless of their own choices and other important factors? Obviously, the answer is no. <br> First, everyone has the right to choose the place where he\she intends to work. Credit should be given to those devoting themselves to the educational and medical development of rural areas while those that choose to work in cities also make great contribution to the wellbeing of the citizens. Moreover, simply driving new teachers and doctors to work in rural areas not only violates human rights but also places a great obstacle to the advancement of education and medical care in cities. As is known that big cities also mean large population, therefore the drain of teachers and doctors will inevitably lead to a severe shortage of such professionals in big cities. This in turn will exert negative impact on the living standard of people living in cities.<o:p></o:p></P>
<P>Second, new teachers and doctors are lack of experiences. As a result, they will probably not work as efficiently and effectively as those experienced ones, especially under the condition of poor educational and medical facilities. Therefore, on the one hand, new teachers and doctors should be equipped with most advanced knowledge and work experience before working in rural areas; on the other hand, all experienced and well-qualified teachers and doctors should be encouraged to serve in rural areas for a period of time through the government’s making certain preferential policies which will award those who are willing to devote themselves to the welfare of rural people. <o:p></o:p></P>
<P>I believe that children in rural areas should be taught by good teachers and patients in poor villages should be treated by qualified doctors. However, forcing every new teacher and doctor to work in rural areas is by no means the solution to this complicated social problem. Instead, by adopting certain voluntary as well as preferential policies can we not only address the problem but also achieve a win-win situation about the wellbeing of people living either in big cities or in rural areas.<o:p></o:p></P>
